José Tomás Muñoz is an Industrial Civil Engineer from the Pontifical Catholic University of Chile, with a postgraduate degree in Management. He has extensive professional experience in project evaluation and development, planning, processes, and operations, both in the public and private sectors.

The General Directorate of Public Works Concessions is a Chilean public agency responsible for providing, preserving, and improving public infrastructure works and services within the framework of public-private partnerships that promote national development and the quality of life of Chilean citizens.
